Landon E. Overby, a service-connected disabled veteran of the U.S. Navy, is a non-attorney practitioner and accredited claims agent for Chisholm, Chisholm & Kilpatrick. Mr. Overby previously worked for the Disabled American Veterans (DAV) for 13 years prior to joining the firm. He served in many capacities with the DAV including the last six and a half years working for DAV's Judicial Appeals Office, which represented veterans and their dependents before the U.S. Court of Appeals for Veterans Claims (Court) and the U.S. Court of Appeals for the Federal Circuit. Mr. Overby served as Appellate Counsel from July 2002 to July 2005 and as Senior Appellate Counsel of the Judicial Appeals Office from August 2005 to September 2008. Mr. Overby has represented over 400 veterans or their dependents before the Court. Mr. Overby has obtained more than 30 settlement agreements with attorneys for the Department of Veterans Affairs (VA) Office of General Counsel resulting in a direct award of benefits for his clients. Mr. Overby has also conducted eleven oral arguments in appeals before the Court, and is listed as lead counsel or co-counsel in several published decisions of the Court.
Mr. Overby has also successfully represented more than a thousand veterans and their dependents before the VA regional office (RO) as a National Service Officer in the Chicago, Illinois DAV National Service Office and before the Board of Veterans' Appeals (Board) as a National Appeals Officer with DAV's National Appeals Office in Washington, DC. At the Board, he assisted in the coordination and briefing of more than 10,000 appeals each year. Mr. Overby also participated in the training of a staff of eight DAV National Appeals Officers.
In addition to his regular practice, Mr. Overby volunteers his time to mentor attorneys who undertake to represent previously pro se appellants before the Court. The Veterans Consortium Pro Bono Program has entrusted Mr. Overby with no fewer than 50 such matters.
